Delaware's Patent Portfolio

About the Program

The IP Business Creation Program was fostered by Governor Ruth Ann Minner's New Economy Initiative, a comprehensive economic stimulus package that promotes all businesses within the state of Delaware. As part of the ongoing Initiative, the State of Delaware and DuPont established the DuPont Innovation Center Partnership Program.

It included a five-year $80 million capital investment by DuPont in the Experimental Station Laboratories, the donation of the 250 technology packages to the Delaware Emerging Technology Center, and a new biotechnology program for Delaware's high-school students. The new, state-of-the-art DuPont Innovation Center was created on the Experimental Station campus, DuPont's largest research facility with more than 2,000 scientists. The company also collaborated with the state to conduct biotechnology seminars for high-school students, providing six programs per year at the Innovation Center.

The State of Delaware also formed a partnership with Hercules Corporation as part of the company's commitment to the State for its support of the Hercules Research Center Revitalization Project. In addition to the patent donations, the company is building a new Paper Applications Laboratory.

Future

The Delaware Economic Development Office (DEDO), sponsor of the Delaware Emerging Technology Center, where the intellectual property portfolio is a core offering, currently consists of 258 technologies covering fifteen (15) major fields with remaining life extending to 2025 in some instances. Two hundred forty one (241) of these patents are commercializable or developable, with ninety-two (92) appearing to offer immediate commercial opportunities and one hundred forty-nine (149) needing further development.

There are seventeen patents that are at a very early stage, and have been designated investigational. The portfolio is conservatively valued at $21 million to $41.6 million by the sunk cost method; a marketplace valuation of the most commercializable patents values the portfolio in excess of $100 million. All the intellectual property in this set has an estimated market value of approximately $247 million.
